Mensenrechten volgens de Sultan

De Dag van de Mensenrechten is weer gehouden op 10 december. Amnesty International heeft stevige klachten over Marokko. Ondanks de Adviesraad voor de mensenrechten (Le Conseil consultatif des droits de l’Homme, CCDH) om Zijne Majesteit de Sultan van Marokko te helpen bij de hervormingen die men nodig vind. In deze raad zit onder andere de minister van buitenlandse zaken Mr. Taieb Fassi Fihri want het is dus ook een zaak vanwege het buitenland. (Er zijn de laatste tijd klachten over corruptie bij het Marokkaanse ministerie van buitenlandse zaken, maar dit terzijde.)

Sultan Mohammed VI heeft ter gelegenheid van mensenrechtendag een toespraak gehouden. Het staatshoofd heeft wel wat uit te leggen over de mensenrechten in Marokko en vooral in het illegaal geannexeerde West Sahara. Hij had er dit over te zeggen:

As we celebrate this historic event, which stands for justice, freedom and human dignity, we cannot but condemn the humiliation and suffering inflicted upon Moroccan citizens who are detained in the Tindouf camps, in gross violation of the basic principles of international humanitarian law. Morocco condemns the despicable, ludicrous exploitation of the lofty cause of human rights by the enemies of our territorial integrity, who are dodging responsibility by failing to respond to the unstinting efforts of the international community to reach a final political solution to the regional dispute over the Moroccan Sahara, through substantive negotiations based on realism and compromise.

Je zou je kunnen afvragen of hij gek is geworden, maar dat doet weinig terzake. De conclusie is wel dat de Sultan dus niet kiest voor de weg van redelijkheid maar voor een zeer agressieve tegenaanval. Hij wil niet aanvaarden dat de Saharanen zijn gevlucht voor de terreur van het Marokkaanse leger, nee het zijn geen Saharanen maar Marokkanen die gevangen worden gehouden door de vijanden van Marokko...

Hij vervolgde:

The enemies of our territorial integrity are formidable abusers of human rights, as evidenced by their heinous practices in camps where people are detained against their will. Whatever unspeakable violations they perpetrate, their desperate manoeuvres will not dent our firm determination to preserve individual and collective freedoms across the country, and to remain committed to open, constructive dialogue.

Dit klinkt wellicht tegenstrijdig en warrig maar de Sultan is een spiritueel leider en mag daarom best wel eens in tongen spreken. Vervolgens stelde hij :

We reiterate our solidarity with the expatriate sons and daughters of our southern provinces, wherever they may be. We shall spare no effort to enable them to exercise their legitimate right to return freely, and to lead a life of dignity alongside the overwhelming majority of their parents and relatives who are already settled in their homeland.

De Sultan is duidelijk: de Saharanen die zijn gevlucht, ongeacht waarheen, hebben geen eigen Saharaanse identiteit en zijn Marokkanen. Dit is niet alleen de illegale annexatie van een land maar zelfs van een volk! En dit ter gelegenheid van de dag van de mensenrechten! Wat zou mevrouw Arib hier van vinden? De Sultan gaf tot slot zijn oplossing:

In order to put an end to this artificial dispute which impedes the right of Maghreb peoples to integrated development, Morocco submitted a daring autonomy proposal based on respect for human rights and the release of creative energies; a proposal the international community and the United Nations system described as serious and credible because of its compatibility with international standards.

Dat de Sultan losstaat van de werkelijkheid blijkt hieruit. De internationale gemeenschap noch het "United Nations system" heeft duidelijk gemaakt dat het Marokkaans autonomievoorstel serieus is, want de hele wereld blijft aandringen op onderhandelingen. Juist vanwege de " internationale standaarden".

De Premier van Marokko heeft ook nog zijn steentje bijgedragen aan de dag van de mensenrechten volgens het MAP :

Speaking Thursday in Rabat at a meeting of the Advisory council of Human Rights (CCDH) on the occasion of the 60th anniversary of the Universal Declaration of Human Rights, El Fassi recalled that men, women and children are sequestered, being tortured and live in inhumane conditions in the hands of the Algerian Military in flagrant violation of the International Humanitarian Law.
"By confiscating the freedom of our fellow citizens, not only do the Algerian authorities severely undermine the religious, historical and good neighborhood links, they also hinder the building of the Maghreb" the Prime minister said.

De beschuldigingen aan buurland Algerije zijn zwaar. De Algerijnse reactie moeten we afwachten. Dat binnenkort de grenzen tussen de twee landen gastvrij opengaan, zoals de Sultan kortgeleden nog vroeg, is nu onwaarschijnlijk geworden.

Nederland heeft overigens een mensenrechtenambassadeur die misverstanden zou kunnen helpen oplossen maar deze ambtenaar die is voornamelijk bezig met andere landen zoals Iran en China. Toch heeft het nederlands ministerie van Buitenlandse zaken zelfs een hele directie die met mensenrechten en vredesopbouw bezig is. Hoewel... ook zij hebben meneer van Walsum niet kunnen helpen.
